The program aims to create a self-sufficient and complementary network of local services that combines both the opportunities and the commitment of the partners. This network is at once inter-community, inter-municipal and tailored to the needs of different population groups, such as rural areas and Indigenous peoples. Services are established in such a way as to provide strategic coverage of the territory and are based on the geographical and demographic realities of each municipality.
